RALEIGH, NC, August 2, 2023, Mark J. Mills, JD, MD, has been included in Marquis Who’s Who. As in all Marquis Who’s Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.

With more than four decades of excellence in forensic psychiatry, Dr. Mills has earned distinction as an independent forensic psychiatrist with his own firm, Mark J. Mills, JD, MD. Since 1987, he has focused his efforts on handling as many as 60 cases at a time, evaluating people, collaborating with counsel and utilizing scholarly services to research each case thoroughly. Among his professional accomplishments, he was admitted as a Distinguished Lifetime Fellow to the American Psychiatric Association in 1976. He was also appointed the commissioner on mental health in the Commonwealth of Massachusetts, charged with delivering quality mental health services to people and making a positive difference in their lives.

Notably, Dr. Mills was part of a court case in 1982 addressing a psychiatric patient’s right to refuse treatment. He was a consultant to the nuclear power industry for the Southern California Edison Company, the Pacific Gas and Electric Company and the Arizona Public Service Company, and consulted for the government in numerous capacities, including for the Federal Bureau of Investigation and the Civil Rights Division of the United States Department of Justice. Additionally, he served on the board of directors for Forensis, Inc. and was a board member for the Greater Los Angeles Partnership for the Homeless from 1985 to 1989.

While engaging in his independent work, Dr. Mills has served on numerous academic appointments, including for the Stanford University School of Medicine, Harvard Medical School and the University of California, Los Angeles School of Medicine. Most recently, he was a clinical professor for the Columbia University College of Physicians and Surgeons from 2002 until 2010 and an adjunct professor for the New York Medical College’s department of psychiatry and behavioral sciences from 2003 until 2010.

Dr. Mills has also lent his expertise to several hospitals over the course of his career. In 1977, he was the acting director of the psychiatric evaluation unit for the Palo Alto Veterans Administration Medical Center and became the director in 1978. In 1980, he served as the executive officer for the Massachusetts Mental Health Center and was the co-director for their program for psychiatry and the law. Following this time, he took a role as the chief of psychiatry services for the West Los Angeles Veterans Administration in 1983, also functioning as the director of the program in psychiatry and the law for the University of California Los Angeles, School of Medicine’s Neuropsychiatric Institute from 1984 until 1991.

Throughout his professional life, Dr. Mills has contributed a wealth of research to his field, authoring or co-authoring more than 200 publications for professional journals and presenting his work prolifically. Most recently, he was the lead presenter for “Current Issues in the Insanity Defense,” which was presented to the Miami Office of the Public Defender in 2019. He also lends his expertise as a manuscript reviewer for the American Journal of Psychiatry, the Journal of Legal Medicine, the Journal of Clinical Psychiatry and the American Journal of Medicine, among other publications and has been a key asset to editorial boards for several peer-reviewed journals.

To prepare for his professional journey, Dr. Mills earned a Bachelor of Arts in intellectual history from the University of California, Berkeley in 1967. Following this achievement, he attained a Juris Doctor from the Harvard Law School in 1970 and a Doctor of Medicine in psychiatry from the Stanford University of School of Medicine in 1975. The following year, he completed an internship in psychiatry at the Stanford University Medical Center and then underwent a residency in psychiatry at the same institution. He subsequently became chief resident of the department of psychiatry for the Veterans Administration Medical Center in 1977 for a year. Well-qualified in his field, he is licensed in Nevada and board-certified in psychiatry and forensic psychiatry. Looking to the future, Dr. Mills intends to continue in his profession to help people.
